O.K., so why. Basically, we are looking at whether the charge-separated form

has its positive charge on the carbonyl carbon enhanced (more electrophilic) or diminished (less electrophilic) by the two substituemts R1 and R2.

The CF3 group is a strongly electron-withdrawing group, so it will enhance the charge. Alkyl groups such as methyl are electron-feeding groups and will diminish the charge.

The reason for the first one being the most electrophilic is that it bears a positive charge on the carbonyl oxygen, so that makes the carbonyl carbon very electron-poor and very electrophilic.
